I had SEO done on my website 5 or more years ago. What worked then still applies now.

WRONG! Search Engines and the algorithms that they are built on are constantly changing. What may have worked a few years ago, may not work at all today.

SEO is a scam that doesn't work.

It all depends on who's doing it - and what it being done. Sure, there are less than reputable firms or groups that charge very low rates, and deliver virtually nothing. Real SEO involves real work and engagement which often pays additional rewards beyond the increase in traffic.

Link-building should be avoided like the plague because Google will penalize for that.

WRONG again! Many misunderstood what was said a few years back when Google stated that link building is something to "try to avoid". They thought that Google was saying that it penalizes a site for doing so. This has proven to not be the case. What it meant was to avoid building the wrong type of links and using link farms because that does have negative consequences. The key point here is to focus on quality - not quantity.
